Position: Utility Clerk
Employment Type: Full-Time, Permanent (35 hours/week)
Location: Sanford, Manitoba

Position Summary

The Rural Municipality of Macdonald is seeking a detail-oriented and customer-focused Utility Clerk to join our administrative team. Reporting to the Chief Financial Officer, the Utility Clerk is responsible for the administration of all municipal utility accounts and provides backup customer service support at the front counter.

This position plays a key role in delivering accurate utility billing services and responsive customer service to municipal residents.

Key Responsibilities

Utility Administration

  • Administer all municipal utility accounts, including quarterly and final billings.
  • Receive and post utility payments and maintain accurate account records.
  • Set up and manage TIPPS and other payment arrangements.
  • Respond to utility-related inquiries from residents in a professional and courteous manner.
  • Coordinate utility connections with Public Works and the Water Treatment Plant.
  • Maintain utility accounts within the municipal accounting software.
  • Verify financial records and utility-related reports.
  • Liaise with the municipal accounting software provider to resolve utility system issues.
  • Assist municipal auditors with utility related information as required.

Front Counter & Administrative Support

  • Provide backup support at the municipal front counter and on the telephone.
  • Assist visitors and respond to general municipal inquiries.
  • Receive and post payments for various municipal accounts.
  • Prepare routine correspondence and perform filing and records management.
  • Preparation of monthly and annual reports for the Waste Reduction and Recycling Support (WRARS) Program and Waste Recovery and Multi-Material Stewardship Manitoba.
  • Assist with website updates and other clerical duties as assigned.

Qualifications & Skills

  • Excellent customer service and interpersonal skills.
  • Strong organizational and multitasking abilities in a busy office environment.
  • Ability to communicate clearly and professionally with the public.
  • High level of accuracy, attention to detail, and confidentiality.
  • Proficiency in Microsoft Office (Word, Excel, Outlook).
  • Experience with accounting or municipal software is an asset.

Education & Experience

  • Grade 12 or equivalent.
  • Post-secondary education in accounting or administration, or related experience, is an asset.
  • Previous experience in a municipal or utility-related role is considered an asset.
